Closing the wage gap in the sugarcane supply chain: a roadmap built by workers

Is your company meeting its human rights due diligence (HRDD) obligations in the sugarcane supply chain? 

For the first time, sugarcane unions from across Latin America have come together to launch a collective roadmap to decent work. This new regional alliance of sugarcane trade unions (the RED) represents workers from seven countries and has developed a proposal to improve wages and working conditions in the sugar sector. 

Their proposal, known as the Manifesto, places particular emphasis on the implementation of living wages, respect for trade union freedom, regulation of irregular outsourcing, and the strengthening of occupational health and safety systems. Backed by on-the-ground data and first-hand worker experience, the Manifesto sets out a practical path forward for companies committed to ethical sourcing and sustainability. 

Why this matters

The Fair Work Monitor, a worker-driven survey tool developed by CNV Internationaal, reveals that between 55% and 96% of agricultural workers in sugarcane do not earn a living wage. These wage gaps pose serious risks, not only for workers, but also for brands and buyers aiming to comply with due diligence legislation, ESG commitments, and public sustainability claims. 

The Manifesto presents an opportunity to engage constructively and proactively. It addresses key areas of concern, including: 

  • Living wages across the supply chain
  • Respect for freedom of association and collective bargaining
  • Eliminating abusive outsourcing practices
  • Stronger occupational health and safety systems

The RED is not just raising the alarm; but proposing a solution: to open a regional space for social dialogue among workers, companies, certifiers, governments, and key stakeholders in the supply chain to build fairer and more sustainable labour conditions. 

 

Built by workers. Ready for action. 

This proposal was not created in an office boardroom. It is the result of regional collaboration among trade unions, rooted in real-world knowledge of working conditions in fields and factories. The roadmap draws on evidence collected through the Fair Work Monitor and is ready for implementation. 

A call to buyers, brands, and certifiers 

We invite companies sourcing sugarcane, especially those committed to responsible procurement, to engage with the RED and take part in this regional and collective process. Dialogue and partnership are essential to closing wage gaps and building fair, sustainable supply chains.
